After the previous article detailing three of the planning cases the Sugar Hill Planning Commission (SHPC) will review at its August Meeting, a reader sent in a tip about another rezoning case on Hillcrest Road.
City Manager Paul Radford had briefly mentioned the case at a prior public meeting. On the regular rounds to observe the City, Real Deal Sugar Hill drove IN to Hillcrest from Highway 20 to find the signs the other day, and they were hidden by tall weeds. The sign is not easily visible unless you drive OUT of Hillcrest to Highway 20, which Real Deal did not do during the previous rounds. But then again, residents should not have to play Where’s Waldo to find out what’s going on around here.
The applicant for this case is “Phelps Family Properties, LLC.” There’s no way to determine all the members of this LLC, and currently, the City of Sugar Hill does not require applicants to disclose that information.
The applicant is asking to rezone 11.568 acres from RS-100 (Medium Density Single-Family Residential District with ten thousand (10,000) square foot minimum lot sizes) to RS-100 SRD (Senior Residential Development) to build 66 residences, consisting of 34 senior living detached homes and 32 townhomes. The homes are supposed to range from 1400 to 1800 square feet in size, and nothing is supposed to be more than 35 feet high.
The SRD Overlay designation the applicant requests basically tweaks the underlying RS-100 zoning by superseding some of the RS-100 rules.
It requires the developer to include specified safety and accessibility features.
However, the SRD overlay increases the density of detached homes from 3.9 units per acre to 5 units per acre. It completely erases the minimum lot size, which is 10,000 square feet for RS-100. It reduces the minimum lot width from 70 feet to 45 feet. It reduces the side and rear yard setbacks from 10 feet (side) and 30 feet (rear) for RS-100 to 5 feet (side) and 20 feet (rear).
According to the letter of intent from the applicant’s attorney, the developer currently plans to sell the properties rather than rent them. The townhomes are expected to sell in the mid $400k range, and the single-family residences are expected to sell in the mid $500k range.
Council Member Meg Avery will meet with residents this Sunday, August 11, from 2 to 4 p.m. in the City’s 39th Street Station Meeting Space, located in the parking deck under the E Center at 5009 West Broad Street.
